Lukaku was absent for United’s two previous games – away victories coming from 1-0 down to beat both Bournemouth and Juventus 2-1.
Belgium head coach Roberto Martinez says they are “in contact” with United and that they “will make a final decision after the weekend”.
United midfielder Fellaini, who did feature in Wednesday’s dramatic win over Juventus, but from the bench, has not been included in the 25-man Belgium squad. Martinez says he is “on his way back, but not fully fit”.
Manchester City midfielder Kevin De Bruyne and Tottenham defender Jan Vertonghen are the other notable absentees – they are both out until December due to injury.
