Saints boss Ralph Hasenhuttl confirmed after their 2-0 loss at Liverpool on Sunday that the club and player have not come to an agreement.
‘We are looking at other targets because the offer we have made has not been accepted from his side,’ Hasenhuttl said.
‘When there is no solution for the future, we will have to look at other options in this position.’
Southampton rejected an offer from Arsenal back in January but the Gunners have come calling again, with Bertrand earmarked as a potential back-up to Kieran Tierney.

Milan have experience of targeting out-of-favour players at English clubs, most notably Fikayo Tomori from Chelsea and Diogo Dalot from Manchester United.
Bertrand has made 244 appearances for Southampton in six years, scoring eight goals, and he has been capped 19 times for England – but his last cap came back in 2017.
He is also a Champions League winner, having started for Chelsea in the 2012 final against Bayern Munich.
